Jose Moura

José M. F. Moura is the Philip L. and Marsha Dowd University Professor at Carnegie Mellon University (CMU), with the Electrical and Computer Engineering and, by courtesy, the BioMedical Engineering. His interests are in signal processing, including, graph signal processing, distributed and decentralized signal processing, statistical signal processing.

At CMU he is the founding director of the CMU-Portugal Program between CMU and 9 Universities in Portugal. The CMU-Portugal Program has had dual degree Master of Science programs and dual degree PhD programs between several CMU Departments and several universities in Portugal. It has by 2023 graduated about 260 dual degree MSc's and about 90 dual degree PhD's. It has also supported over 80 large and small joint research projects. The program has spanned 13 start-ups, of which two (Mumbai and Feedzai) are unicorns and two are Centaurus (Unbabel and Veniam (now acquired by Nexar)).

He is a member of the US National Academy of Engineers, a member of the Portugal Academy of Science, Fellow of the US National Academy of Inventor, an IEEE Fellow, and Fellow of the AAAS. He received the IEEE Jack S. Kilby Signal Processing Medal, the Great Cross of Infante D. Henrique bestowed to him by the President of the Republic of Portugal. He is Doctor Honoris Causa by Universidade de Lisboa (Portugal) and University of Strathclyde (UK). He received from the IEEE Signal Processing Society the Norbert Wiener Society Award, the Claude Shannon-Harry Nyquist Technical Achievement Award, and the Leo L. Beranek Meritorious Service Award. He was awarded by the College of Engineering at CMU the Distinguished Professor of Engineering Award, the Dowd Fellowship, and the Casasent Outstanding Research Award. He published over 600 papers in technical journals and conferences and holds 17 patents issued by the US Patent and Trademark Office (with 3 pending). The technology of two of his patents (co-inventor Alek Kavcic) are in at least 60% (as of 2022, over 4 billion) of all computers sold worldwide since 2003 and led to a US $750 Million settlement (the then largest in the IP area) between CMU and and a chip manufacturer. He was 2019 President and CEO of IEEE, the largest professional organization in the world, IEEE Vice President for Technical Activities, member of the IEEE Board of Directors, among other IEEE Board positions. He was President of the IEEE Signal Processing Society, its Vice President for Publications, and Editor in Chief of the IEEE Transactions on Signal Processing. He holds a DSc in Electrical Engineering and Computer Science, an Electrical Engineering (EE), and and MSc in EE, all from the Massachusetts Institute of Technology (MIT), and the Licenciatura in Electrical Engineering from Instituto Superior Tecnico (IST). He was on the faculty of IST and Genrad visiting Associate Professor at MIT (1984-86). He was visiting Professor at MIT (1999-00 and 2006-07) and at New York University (2013-14).
